change the Universal Service Fund so that [0]the funds are directed
toward broadband infrastructure instead of rural phone infrastructure.
'... while the world has changed around it, USF ��� in too many ways ��� has
stood still, and even moved backwards. The program is still designed to
support traditional telephone service. It���s a 20th century program poorly

technical challenges surrounding installation, operations, and grid
interconnection; and the lack of site data and experience with project

An anonymous reader tips an article about 'consolitis,' the term given to
game design decisions made for the console that [0]spill over and
negatively impact the PC versions of video games. "Perhaps the most
obvious indicator of consolitis, a poor control scheme can
single-handedly ruin the PC version of a game and should become apparent
after a short time spent playing. Generally this has to do with auto-aim
in a shooter or not being able to navigate menus with the mouse. Also,
not enough hotkeys in an RPG ��� that one���s really annoying. ... Possibly
the most disastrous outcome of an industry-wide shift to console-oriented
development is that technological innovation will be greatly slowed.
Though a $500+ video card is considered top of the line, a $250 one will
now play pretty much any game at the highest settings with no problem.
(Maybe that���s what everyone wanted?) Pretty soon, however, graphics chip
makers won���t be able to sustain their rate of growth because the software
is so far behind, which will be bad for gamers on consoles as well as
PC."

us the supercomputing race. Now [1]China is building a city-sized cloud
computing and office complex that will include a mega data center, one of
the projects fueling that country's double-digit growth in IT spending.
The entire complex will cover some 6.2 million square feet, with the
initial data center space accounting for approximately 646,000 square
feet, says IBM, which is collaborating with a Chinese company to build
it. A Sputnik moment? Patrick Thibodeau reports that these big projects,
whether supercomputers or sprawling software development office parks,
[2]can garner a lot of attention. But China's overall level of IT
spending, while growing rapidly, is only one-fifth that of the US."

game Tetrada, which I published on the Windows Phone 7 marketplace. The
witch hunt, [1]after hitting Android, iOS and other platforms, continues
on Windows Phone 7. It's a pity, since some of the tetromino games in the
Marketplace were pretty decent."

co-founded and led minicomputer king Digital Equipment Corp. for 35
years, [0]died at the age of 84 on Sunday in Indianapolis. As DEC's
leader, Olsen oversaw the company's epic battles vs. IBM and its
mainframes for the hearts and business of IT shops ��� a fight DEC
eventually lost as the era of fast, cheap and networked PCs took hold in
the 1980s and 1990s. During its heyday, DEC's PDPs, VAXes and DECnet
network technology [1]became staples in many organizations, and today's
IT industry remains filled with companies whose founders once worked at
DEC or with its gear. Digital was acquired in 1998 by Compaq. Dan
Bricklin, co-creator of the VisiCalc spreadsheet and DEC alum, tweeted:
'Ken Olsen is in the elite club of tech founders w/Gates & Jobs, and set
the stage for them. What he did we take for granted today.'"

code for the 4-year-old PlayStation 3 gaming console. What's more, the

the IP addresses and other identifying information (PDF) of those who
have viewed or commented about the jailbreak video on a private YouTube
page. The game maker is also demanding that Twitter provide the
identities of a host of hackers who first unveiled a limited version of
the hack in December."

infringes four Blu-ray Disc patents and demanding a permanent ban of the
PS3 (and possibly other products) from the US market. LG, which boasts

retaliation for a previous Sony complaint about various LG smartphones,
which the ITC is already [2]investigating. This is reminiscent of
Motorola's [3]infringement action against the Xbox 360 that is part of

revealing a flaw in its 6-series motherboard chipsets, Intel has
announced plans to [0]recommence shipments of the faulty silicon, before
the fixed chips have even started shipping. Intel claims it decided to
start reshipping the chipsets after lengthy discussions with computer
manufacturers. "As a result of these discussions and specific requests
from computer makers,' says the company, 'Intel is resuming shipments of
the Intel 6-series chipset for use only in PC system configurations that
are not impacted by the design issue." The announcement follows Intel's
recent exposure of a well publicised design fault that affects the 3Gbps
SATA ports (typically ports 2 to 5) in Intel's P67 and H67 chipsets. As
such, we assume that the new systems based on the faulty chipsets will
either come with a separate SATA controller card, or that they will only
use the two (unaffected) 6Gbps SATA ports provided by the chipset."

by 28 percent to 8.1 million adults in the United States, three million
fewer victims than the prior year. Total annual fraud decreased from $56
billion to $37 billion, the smallest amount in the eight years of the
study. While overall fraud declined, consumer out-of-pocket costs rose
significantly, mainly due to the types of fraud that were successfully
perpetrated and an increase in "friendly fraud." The number of identity
fraud incidents decreased by 28 percent over the past year, which brought
them down to levels not seen since 2007. The mean fraud amount per victim
declined from $4,991 in 2009 to $4,607."

[0]61.9% of them "cybercheat," which involves using the Internet
illicitly to get higher grades. Some of the quotes from students are a
bit troubling. As one 19-year-old engineering student put it, "As more
and more people are using the Internet illegally (i.e. limewire etc.), I
feel that the chances of being caught or the consequences of my actions
are almost insignificant. So I feel no pressure in doing what ever
everybody else is doing/using the Internet for.""

Greenpoison RC5_4 aka Greenpois0n RC5 b4 for both the Mac and Windows
platform, which brings [0]untethered jailbreak for the Verizon iPhone."
Since [1]500k iPhones were sold on the first day it'll be interesting to

Report-like user interface by combining its just-announced OMAP 5
platform, which is based on two Cortex A15 cores, with one of its own DLP
pico projectors and a camera. The US semiconductor giant wants to pioneer
the use of so-called next generation natural user interfaces by adding
hardware support for stereoscopic 3D, gesturing including proximity
sensor and interactive projection. This is reminiscent of the SixthSense,
a wearable device invented by Pranav Mistry, which was demoed back in
March 2009 by the then-PhD student of MIT's Media Lab Fluid Interfaces
Group at TED."

that 39 percent of respondents 'cursed or yelled at the computer out
loud.' And no computer is needed to calculate the implication: 61% of
those participating in the poll believe themselves to have never once
uttered a profanity or raised their voice in the direction of a
malfunctioning machine. Are the majority of us genuinely possessed of
such remarkable self-control? Or might some of these self-reported stoics
be exercising a bit of selective memory?"

Sprint and Kyocera want you to believe that two screens are better than
one, even on a pocket-sized phone. The new [0]Android-powered Kyocera
smartphone, the Echo, will feature two touchscreen surfaces in a hinged

phone���s obvious multitasking potential. The phone can be operated like
most other touchscreen smartphones in its single-screen mode, but in
'Simul-task mode' users can run separate apps on each screen ��� like, say,
