[0]Hugh Pickens writes "The Washington Post reports that China's
expanding network of ultramodern high-speed trains is coming under
growing scrutiny over costs and because of concerns that [1]builders
ignored safety standards in the quest to build faster trains in record
time as new leadership at the Railways Ministry announced that to enhance
safety, the top speed of all trains was being decreased from about 218
mph to 186. Without elaborating, the ministry called the safety situation
'severe' and said it was launching safety checks along the entire network
of tracks. Meanwhile China's Finance Ministry announced that the Railways
Ministry continues to lose money as the ministry's debt stands at $276
billion, almost all borrowed from Chinese banks. 'In China, we will have
a debt crisis ��� a high-speed rail debt crisis,' says Zhao Jian, a
professor at Beijing Jiaotong University and longtime critic of
high-speed rail who worries that the cost of the project might have
created a [2]hidden debt bomb that threatens China's banking system. 'I
think it is more serious than your subprime mortgage crisis. You can
always leave a house or use it. The rail system is there. It's a burden.
You must operate the rail system, and when you operate it, the cost is
very high.'"

little more interesting, with South Australian Attorney-General John Rau
announcing that he wants to [0]go one step further than merely
introducing an R18+ rating for video games. His proposed plan would
change the system to include G, PG, M and R18+ classifications (while
still allowing for games to be Refused Classification or effectively
banned), making a 'clear difference' between what adults can play and
what is available to children."

the FBI in some case [1]lacks the skills to properly investigate national
security intrusions. That was one of the major conclusions found in the
US Department of Justice inspector general audit of the FBI's ability to
address national security cyberthreats today. The DOJ looked at 10 of the
56 FBI field offices and interviewed 36 agents. Of those interviewed, 13
'lacked the networking and counterintelligence expertise to investigate
national security intrusion cases.'"

Noble has fired back saying, 'Microsoft has asserted patents that extend

these patents to demand that every manufacturer of an Android-based
mobile device take a license from Microsoft and pay exorbitant licensing
fees or face protracted and expensive patent infringement litigation.'
Barnes and Noble goes on to assert that Microsoft violates 'antitrust
laws, threatens competition for mobile device operating systems and is
further evidence of Microsoft's efforts to dominate and control Android
and other open source operating systems.' The [4]PDF of the filing from
two days ago is rife with accusations including, 'Microsoft intends to
utilize its patents to control the activities of and extract fees from
the designers, developers, and manufacturers of devices, including
tablets, eReaders, and other mobile devices, that employ the Android
Operating System.' and 'Microsoft has falsely and without justification
asserted that its patents somehow provide it with the right to prohibit
device manufacturers from employing new versions of the Android Operating
System, or third party software.' Barnes and Noble does not mince words
when explaining Microsoft's FUD campaign to both the public and
developers in its attempts to suppress Android. It's good to see PJ still
digging through massive court briefs to bring us the details on IP court
battles."

The University of Nebraska-Lincoln has proposed "differential tuition," a
[0]tuition structure that varies based on your major. An engineering
major for example, would now pay considerably more than an English major.
Liberal Arts majors would presumably get their education for free. From
the article: "Charging different tuition rates for different courses of
study is a growing trend among public research universities across the
country. According to research by Glen Nelson, senior vice president of
finance and administration for the Arizona Board of Regents, only five
institutions used the practice for undergraduate students before 1988. As
of this year, 57 percent of 162 public research institutions did so,
including the University of Iowa and Iowa State University."

feature built-in 3G data cards, which feed location and route information
back to a central server. According to CNET, this data, along with users'
speed information, is [0]being made available to local governments and
the police." From the article: "Knowing the cops can see where you're
driving and how fast you're going is eye-opening stuff, but TomTom says
the data is anonymous and can never be traced back to an individual user
or device. Ordinarily, we'd be reassured by this, but we recall Apple
saying something similar before the location-tracking excrement hit the
phone-carrying fan."

soda to a friend, using a Facebook-like functionality. From the article:
'Along with buying a soda with either cash or credit, the Social Vending
System allows people to send a user a soda as a gift. All they have to do
is enter the recipient's name, mobile number and a personalized text
message. Consumers can even send a video along with the gift. Once
received, the recipient will learn where they can redeem it.'"

files, and torrenting. What is an easy way I can share my internet, while
enforcing some limits so there is enough bandwidth left for me? What
about separating the neighbors from my internal home network? Can this be

what's the easiest and safest way to do it?"

armadillos can pass on leprosy to humans, and that they are behind the
few dozen cases of the disease that occur in the US every year. Now, they
have evidence. A genetic study published in The New England Journal of
Medicine shows that US armadillos and human patients [0]share what seems
to be a unique strain of the bacterium that causes leprosy. If an
armadillo's blood 'got on my tires of my car from running [the animal]
over, I would wash it down,' advises one expert. 'And I would not dig in
soil that has a lot of armadillo excrement.'"

"The Supreme Court on Wednesday ruled that AT&T ��� and indeed, any company
��� [0]could block class-action suits arising from disputes with customers
and instead force those customers into binding arbitration. The ruling
reverses previous lower-court decisions that classified stipulations in
AT&T's service contract which barred class arbitration as
'unconscionable.' ... In cases where an unfair practice affects large
numbers of customers, AT&T or other companies could quietly settle a few
individual claims instead of being faced with larger class-action
settlements which might include punitive awards designed to discourage
future bad practices."

Authentication system which ��� apparently only in theory ��� ensures that a
photograph is authentic and not tampered with through a digital
signature. They were able to extract the signing key from a camera and
use it to have a modified image pass the software verification, rendering
the rather expensive feature mostly marketed to law enforcement all but
useless. So far Nikon has not given a statement. Canon's competing system
was cracked by the same company last December."

Wednesday as it boosted the stable build of the browser to version 11 on

bounties to researchers who reported a majority of the bugs, beating the

more than 3,700 changes in Chrome 11, the only one it highlighted was the

isn't flawless. In several quick tests by Computerworld, the browser and
service transcribed most phrases accurately, but in one instance heard
'Good morning, sister ship' when the line was actually 'Good morning, Mr.
