highest and lowest taxes shows, the wireless consumers in Nebraska,
Washington, and New York pay more than 20 percent of their wireless bills
in taxes and fees, mostly due to the proliferation of archaic or
duplicated surcharges. Experts from KSE Partners spent five years
monitoring the federal, state, and local taxes imposed on wireless
consumers. According to their analysis, wireless taxes grew three times
faster than the retail sales rate between 2007 and 2010. The reason
behind this is that legislators and Congressmen are targeting the
wireless industry for tax money to relieve the burden from more
recession-starved industries. In fact, a few states even tax wireless
consumers for non wireless-related projects; for instance, Utah funds its
poison-control centers with a poison-control surcharge found on wireless
bills, and in 2009 Wisconsin imposed a police and fire protection fee to
subsidize local departments."

Trailrunner7 writes "There's a [0]remote vulnerability in the Kerberos
implementation in several versions of Ubuntu, which could allow an
attacker to cause a denial-of-service on vulnerable servers. The bug is
in Ubuntu 8.04, Ubuntu 9.10, Ubuntu 10.04 and Ubuntu 10.10. The bug is in
the Ubuntu implementation of the Kerberos authentication protocol. Ubuntu
has released a slew of new packages to fix the flaw. The group said that
in most cases, a normal system update will add the new fixes."

An anonymous reader writes "Gemalto, a Dutch digital security company,
has announced [0]Facebook for SIM at the Mobile World Congress in
Barcelona. The company's software development team has effectively shrunk
Facebook down so that it fits onto a standard SIM card, enabling
[1]anyone with a GSM phone to enjoy the service even if without a data
plan. In fact, the company is claiming the Facebook application is
compatible with 100 percent of SIM-compliant mobile phones. As a result,
it works on prepaid as well as on subscription-based mobile plans. In
doing so, Gemalto is offering Facebook to millions of mobile phone users
regardless of their handset type. Facebook for SIM doesn't require a data
connection because it taps into a handset's SMS connectivity to allow the
user to interact with the service; users can sign up for Facebook, log in
directly, and even check out friend requests, status updates, wall posts,
and messages, all via the dedicated SIM application." And if that's just
a bit too Facebook-centric for you, a notch down are two phones from HTC
just announced in Barcelona, the [2]Salsa and the ChaCha, with dedicated
Facebook buttons.

joint project, but it was based on claims by confidential sources. It now
seems that the information from these sources was correct. The Haaretz ���

have formed a group and proposed a standard that [0]would use predictive
software to pre-load content onto mobile devices in order to preempt
buffering issues due to bandwidth bottlenecks, which industry experts say
will only worsen over time. 'Intelligently coordinating content delivery
in advance to local device storage lets consumers enjoy their video,
games, periodicals, books and music when they're ready,' said Susan
Kevorkian, a research director at IDC. The proposed standard also raises
the question: do we really want Amazon downloading everything it thinks
you want to your tablet?"

Back in 2008, it was announced that BioShock would be getting a movie
adaptation. Those plans never really materialized, and [0]director Gore
Verbinski has now explained why: "I couldn't really get past anybody that
would spend the money that it would take to do it and keep an R rating.
Alternately, I wasn't really interested in pursuing a PG-13 version.
Because the R rating is inherent. Little Sisters and injections and the
whole thing. I just wanted to really, really make it a movie where, four
days later, you're still shivering and going, 'Jesus Christ!' It's a
movie that has to be really, really scary, but you also have to create a
whole underwater world, so the price tag is high. We just didn't have any
takers on an R-rated movie with that price tag."

annum for service until now. 50% of UK residents aren't able to avail of

PCGamer recently spoke with Jonathan Blow, creator of the popular indie
platformer Braid, about his views on the rise of social games over last
few years. He thinks [0]many games in that category aren't actually very
social, and when asked if he thought such games are evil, he replied,
"Yes. Absolutely." Quoting: "[With certain social games] it���s about the
game exploiting your friends list that you already made, so it���s not
really about meeting people. And it���s not really about doing things with
them because you���re never playing at the same time. It���s about using your
friends as resources to progress in the game, which is the opposite of
actual sociality or friendship. Maybe not exactly, but it���s not the same
thing, right? They���re really just called social games because they run on
social networks."

MojoKid writes "Nvidia just took the wraps off their first quad-core
Tegra mobile processor design at the Mobile World Conference today and
it's a sight to behold. [0]Dubbed Kal-El, the new chip will be capable of
outputting 1440P video content and offer 300 DPI on devices with a 10.1"
display. Nvidia is claiming that Kal-El will deliver 5x the performance
of Tegra 2 and ship with a 12-core GeForce GPU as well. The company has
also posted two different videos of Kal-El in action."

[0]100 users were responsible for downloading 75% of BitTorrent content,
and were doing it for money, raising a lot of questions about the study.
How do you profit from seeding, and how can the same 100 users be
responsible for 75% of downloading and 66% of uploading. The details of
the study are clarified in [1]an interview with one of the key
researchers, showing that the study's actual statistic is that 66% of the
original seeds indexed on the Pirate Bay come from just 100 users, and
these seeds then go on to account for 75% of downloads. The interview
also details how it's possible for this small number of seeders to
[2]make a profit from seeding, via embedding links to their own indexing
sites in the filenames and bundled TXT files, which then get money from
advertising if downloaders decide to visit the site, assured of quality
downloads. Meanwhile, other ways of profiting include 'premium'
registered accounts."

Aaron Barr was planning to give at the BSides San Francisco conference on
his investigation of WikiLeaks. 'I was receiving death threats,' Barr
said in an interview Tuesday. 'There was lots of talk that was being made
of in the Anonymous IRC channels of harassing us at our booth and sending
people to heckle [HBGary speakers at the conference].' The company has
also decided to [0]pull its booth from the RSA Conference floor after it
was vandalized on Sunday, said Jim Butterworth, HBGary's vice president
of services. 'We... came back the next morning and it was very apparent
that the group responsible for the activities in the news had decided to
make another statement,' he said."

billion dollars on cyber defense in the next year. The article says, "The
$500 million is part of the Pentagon's 2012 budget request of $2.3
billion to improve the Defense Department's cyber capabilities."

days. Why buy an ad in the classifieds section when you can simply use
Facebook? Of course, you may end up having to face 11 to 22 years in
prison, but that's worth the risk, right? That's what happened to
19-year-old Corey C. Adams of Pennsylvania. Last June, Adams' 20-year-old
victim said after she left a party, he jumped into her car and raped her.
She went to police. He went to Facebook. Specifically, his status update
read: '[0]I got 500 on a girls head who wants that bread? Hit me up
anyway possible.'"

Barence writes "Ever wondered why Kindle newspapers and magazines don't
have many photos? PC Pro has done an [0]analysis of the costs of
publishing on the Kindle and discovered that Amazon effectively taxes
newspapers and magazines for including more images. Amazon applies
'delivery charges' to publishers at the cost of $0.15 per MB/10p per MB.
At those prices, PC Pro claims it's cheaper to mail out a physical
magazine than have it delivered electronically on the Kindle. What's

management (BPM) solution. This book, written in a developer-centric
manner, guides the reader through the framework and exposes many
important considerations for production use. BPM tools are used to define
and execute business processes. They usually come with a graphical
editor, which is used to drag and drop boxes onto a graph. The boxes
represent activities performed by programs, activities performed by
humans, and decision points. If this all sounds like 'graphical
programming', it isn't. The picture does draw out the desired series of
steps, but there's always configuration and maybe some programming

An anonymous reader writes "Manu Sporny, founder and CEO of Digital
Bazaar, has decided to use GitHub to store a very interesting project.
Rather than a piece of software, he is [0]listing his own genetic data as
an open source project. He has released all his rights to the data and
made around [1]1 million of his genetic markers public domain. As to why
he decided to do what many may feel is a risky sharing of data so
personal and unique to himself, Manu explains: 'I've thought long and
hard about each of those questions and the many more that you ask
yourself before publishing this sort of personal data. There are large
privacy implications in doing this. However, speaking solely for myself,
I think the benefits outweigh the drawbacks.' Manu hasn't gone into great
detail as to his thought processes yet, but promises to on his blog at a
later date."

to pay for content. The BBC is reporting that [2]Google is taking a 10%
cut. One Pass will work on Google sites and on phones and tablets as the
announcement notes: 'Readers who purchase from [3]a One Pass publisher
can access their content on tablets, smartphones and websites using a
single sign-on with an email and password. Importantly, the service helps
publishers authenticate existing subscribers so that readers don't have
to re-subscribe in order to access their content on new devices.' This is
to be handled through Google Checkout."

Chaonici writes "Last Friday, the United States Department of Homeland
Security (DHS) seized ten websites accused of selling counterfeit goods
or trafficking in child pornography. However, in the process, about
[0]84,000 unrelated websites were taken offline when the government
mistakenly seized the domain of a large DNS provider, FreeDNS. By now,
the mistake has been corrected and most of the websites' domains again
point to the sites themselves, rather than [1]an intimidating domain
seizure image. In a press release, the DHS praised themselves for taking
down those ten websites, but completely failed to acknowledge their
massive blunder."
