sculptor who created the wavy metal pane called [1]Kryptos that sits in
front of the CIA in Langley, VA, has [2]gotten tired of waiting for
code-breakers to decode the last of the four messages. 'I assumed the
code would be cracked in a fairly short time,' [Sanborn] said, adding
that the intrusions on his life from people who think they have solved
his fourth puzzle are more than he expected. So now, after 20 years, Mr.
Sanborn is nudging the process along. He has provided The New York Times
with the answers to six letters in the sculpture's final passage. The
characters that are the 64th through 69th in the final series on the
sculpture read NYPVTT. When deciphered, they read BERLIN."

University of Tartu, proposed today during his TEDx talk that [0]Estonia
should stop using cash at all when adopting the Euro as the national
currency ([1]Estonian original). He also pointed out that abandoning cash
would not be only important for the Estonian economy as a whole but also
is a real challenge for both IT and banking sectors and would also
improve Estonia's image as an IT-tiger."

from some of the biggest American companies in Ireland on the risk of a
mass exodus if the country's controversial low corporate tax rate is
raised in return for an IMF/EU bailout to shore up the country's
beleaguered banking system. According to The Telegraph, a statement
signed by senior execs at Microsoft, HP, Bank of America, Merrill Lynch,
and Intel points out that although Ireland's tax rate may be low in
European terms, it is not when compared with locations such as Singapore,
India and China. Separately, the head of Google's 2,000-strong European
HQ in Dublin told the Belfast Telegraph, 'anything that impinges on
Ireland's competitiveness is [1]going to be a big thing for Google,'
adding, 'anything that increases the cost-base of a business is negative
for competitiveness.'"

"Over in Sweden, it appears that a guy [0]has been fined for linking to
an online broadcast of a hockey game. We've heard stories of people
getting in trouble merely for linking to unauthorized content, but this
[1]story is even more ridiculous. The guy wasn't linking to unauthorized
content. He was linking to an online video feed from the official
broadcaster, Canal Plus. The issue was that Canal Plus was apparently
technically incompetent in how they set up the feeds, and never intended
to make the feeds public."

[0]Hugh Pickens writes "The Washington Post reports that Russia has
agreed to cooperate with NATO on [1]erecting a US-planned anti-missile
network in Europe protecting the continent against possible ballistic
missile attacks from Iran or elsewhere. The anti-missile coverage would
be anchored by a US land- and sea-based deployment, reconfigured by Obama
from earlier plans devised under the Bush administration. The new idea
would be to link individual national missile defenses into the US network
and place them all under a NATO command and control center with authority
to respond to an attack. 'We see Russia as a partner, not an adversary,'
says President Obama, hailing the NATO-Russian accord. President Dmitri
Medvedev warned that Russia's cooperation must be 'a full-fledged
strategic partnership between Russia and NATO' and not just a nod in
Moscow's direction to spare Russian feelings while Europe tends to its
own defenses in tandem with the United States."

now and we have seen all kinds of them: resistive touch, capacitive,
multi-touch, etc. However, Nokia's research lab in Tampere, Finland has
developed a rather unique kind of touchscreen: [0]a touchscreen made of
ice. Well, to be honest, it's not really a touchscreen for everyday use,
nor is it very portable, as [1]the rig includes a projector and some
infrared cameras (PDF) which are connected to a computer, but after all
[2]it's a touchscreen made out of ice and that is quite remarkable. Nokia
says this 'playful experiment' reveals that interactive touch displays
can be built anywhere, and we are very sure that Mr. Freeze from Batman
will be highly interested in the project."

An anonymous reader writes "For the first time, there is no need to
chemically fix, stain or cut cells in order to study them. Instead, whole
living cells are fast-frozen and studied in their natural environment.
The new method delivers an immediate 3-D image, thereby closing a gap
between conventional microscopic techniques. [0]The new microscope
delivers a high-resolution 3-D image of the entire cell in one step. This
is an advantage over electron microscopy, in which a 3-D image is
assembled out of many thin sections. This can take up to weeks for just
one cell. Also, the cell need not be labeled with dyes, unlike in
fluorescence microscopy, where only the labeled structures become
visible. The new X-ray microscope instead exploits the natural contrast
between organic material and water to form an image of all cell
structures. Dr. Gerd Schneider and his microscopy team at the Institute
for Soft Matter and Functional Materials have published their development
in Nature Methods ([1]abstract)."

embassy, which has been independently monitoring air quality, ran out of
conventional adjectives to describe it, at one point saying it was 'crazy
bad.' The embassy later deleted the phrase, saying it was an 'incorrect'
description and it would revise the language to use when the air quality
index goes above 500, its highest point and a level considered hazardous
for all people by US standards. The hazardous haze has forced schools to
stop outdoor exercises, and health experts asked residents, especially
those with respiratory problems, the elderly and children, to stay
indoors."

IT-infrastructure from scratch. It's a small company with 20 employees. I
would like to ask the /.-crowd what worked out best for you and why? I
came up with a small list: Are there any must have books on building the
IT infrastructure? New desktops: should it be laptops (with
dockingstations), regular desktop machines or thin clients? A special
brand? Servers: We need a server for authentication and user management.
We also need an internal media server (we have thousands of big image and
video files, and the archive grows bigger every year). Finally we would
like to have our web server in house. Which hardware is good? Which
setup, software and OS'es have worked the best for you? Since we are

knew it sometimes had [0]no reliable evidence of unlawful filesharing
when it demanded hundreds of pounds damages from internet users,
according to the solicitors' watchdog. London-based Davenport Lyons
threatened thousands of people with legal action for alleged copyright
infringement between 2006 and 2009. They were told that by quickly paying
around ��500 damages, plus costs, they could avoid court. Following
complaints to the Solicitors Regulation Authority (SRA), Davenport Lyons
now stands accused of deliberately ignoring concerns over the standard of
its evidence."

earning tech-related degrees in the US to work for American employers for
29 months after graduation without a work visa. The program would allow
US companies to recruit and retain the 'best' science and tech students
educated at the top US universities, [1]explained Microsoft. But
two-and-a-half years later, it turns out the top US universities are
getting schooled by less-renowned institutions. Computerworld reports
[2]the DHS program is dominated by little-known, for-profit Stratford
University, whose 727 approved requests for post-graduate Optional
Practical Training (OPT) STEM extensions [3]tops all schools and is more
than twice the combined total of the entire Ivy League ��� Brown (26),
Columbia (105), Cornell (90), Dartmouth (18), Harvard (27), Princeton
(16), Penn (50), and Yale (9). In second place, with 533 approved
requests, is the University of Bridgeport. In another twist, [4]the
program's employers include IT outsourcing and offshoring 'body shops'
like [5]Kelly Services, whose entities snagged about 50 approvals, more
than twice the combined total of tech stalwarts Google (15), Amazon.com
(2), Yahoo (2), and Facebook (3)."
